Working out of a Complex Bicycle Programme for period 2014–2020

The National Traffic Strategy and the National Bicycle Concent and Network Plan to be made in its framework will contain the short- and medium-term targets at conceptual and strategic levels. To be able to call the sources from the 2014-2020 EU financial cycle as soon as possible and to use the sources in an efficient way a development programme must be worked out for the given period based on the strategic objectives. The programme made with the involvement of civil and special organisations taking into account foreign examples specifies an actual system of objectives, activities, measures, indicators and financial sources.

Expected date of completion: End of March 2014.

Drawing of a special guide defining the integration of bicycling as a horizontal aspect into various development areas

In period 2014-2020, the possibility for the development of bicycling is offered by various priorities given in various operative programmes. For the efficient use of the sources a guide must be made based on the objectives of the strategy and development programme to be worked out that offers help in the setting up of the system of requirements for applications and drawing of invitation to applications. Thereby the bicycle aspects will appear without parallelism in all relating inviations for applications. Areas involved: tourism, regional and settlement development, traffic, agriculture and rural development, economic development, environment protection, energy, development of human resources.

Working out of the system of operation and maintenance of a bicycle traffic establishment operable on a long term

While the length of the Hungarian bicycle road network and the number of cyclers are dynamically growing and will presumably continue growing also in the future there is no sufficient system of sources and requirements for the maintenance and operation of the establishments. Therefore the condition of the system elements is continuously deteriorating, and a significant value loss will occur. A system operable on a long term and financially sustainable must be worked out in the framework of the study. The system will include the possible circle of operators, the necessary legal, financing and regulatory issues as well as management and operation rules related to the facilities for the bicycle facilities of international, national, regional and local importance.

Working out of a proposal preparing the decision on the establishment of a central organisation for the coordination of bicycle related tasks

Currently, several institutions perform bicycle related tasks in different depths, and often independently from each other. To make sure that the available sources are efficiently used in period 2014-2020 and the objectives are fully met, a bicycle central coordination organisation must be established to cover the whole spectrum of bicycling (infrastructure development, maintenance of operation, traffic safety, tourism, marketing, intermodality, relating services, geographic information based registration system, numbering, tabling etc.).

Additional planned studies

Establishment of the information and registration numbering system of the bicycle road network

Its objective is to work out standards for the currently inhomogeneous information and orentation table system. NKS and OKKHT manage the issue only at a conceptional level, a detailed system must be worked out for the international, national, regional and small regional network elements taking into account the specific system of objectives. A numbering system intended for information purposes must be developed for major tourist routes to help the registration/identification of the bicycle routes in the KENYI system. Frames specified in the Access Hungary Programme must be taken into consideration.

Drawing of a study on the establishment of the framework system (methodology, financing, organisation) necessary for the establishment and maintenance of the bicycle traffic and accident database

The current registration system (KENYI) does not include any data that could be suitable for tracking and inspection of traffic changes resulting from the developments. Currently, there is no regular or occasional traffic counting on the bicycle establishments, except for two cases. No measurement figures are available in connection with traffic or tourist bicycling, the data required by the invitations for applications are based on estimations and are extremely inaccurate. The statistics on accidents are also inaccurate, the currently used datasheet is faulty, and there is no proper database for the investigation for bicycle accidents. The technical, legal, regulatory and financing issues necessary for the establishment and long term maintenance of the traffic and accident databases (related mainly to the regular collection of traffic data) must be specified in the framework of the study. The connection of the database to be established to other databases must be also specified.

Specification of a special methodology on the communication activities of the bicycle projects and the use of international good practices

The study of the developments of period 2007-2013 has found that the use of sources allocated for promotion and awareness rasing has not been efficient. The local campaigns have not taken into consideration the national campaigns, and simultaneous campaings were often arranged. A methodology must be specified for the potential beneficiaries for period 2014-2030 by means of which the local governments, National Parks, Water Management Directorates and associations are able to develop their our campaigns in accordance with the national campaigns and target system but taking also into account the local abilities. The study must include a budget plan, indicative costs and design manual. In addition, campaign elements having been successfully used abroad must be also collected and adapted.
